"On Thursday last the air-space by-law was on the order paper for adoption, but, as it was not reached until late in the eyoning, consideration was at my suggestion, and on the motion of tho Mayor, hold over until next meeting.

"I find, on looking into tho matter, that this' proposal, for the reduction of airspace, ' was first raised by' a deputation consisting of Messrs. T. Taylor, J. W. Easson, and J. J. Boyd, which waited upon the By-Laws Committee on January 11, 1910. The deputation advocated a reduction of the air-space, requirement in." respect of South Kilbirnie. It r ivas pointed .out that a'.by-law could scarcely be framed to apply to one district only, and the committee decided to ask tho City Engineer to report on the subject.
