MOTOR TRAFFIC.

CITY INSPECTOR'S RECOMMENDATION'S. • When, proposals for a stricter control of motor traffic than now exists' were discussed by the City Council on Thursday evening, mention was made of recommendations embodied in his recent annual report by the Chief Sanitary Inspector (Mr. J. Doyle). Mr. Doyle s remarks on tho subject are as follow:— "After seeing the efficient regulation of this class of traffic during my recent visit to Sydney, I am satisfied that our statute-might, with advantage, bo remodelled on the lines of the New South Wales Motor Traffic Act and Regulations, 1909. There can bo little doubt Hint tho motor is rapidly superseding borso traffic, and tho danger arising from tho increased rate of speed will have to be guarded against. The New South Wales Act is far more effective in this direction that ours. Hero are some of its provisions:— " 'All motors must be registered, or, in tho case of vehicles plying for hire, licensed.' " The person in' whoso namo tho registration is effected, or tho licensetnken out, is, prima fneio, tho owner.' " 'The owner is liable for any breach, in respect of such vehicle, of such regulations as apply to an owner.' " 'An owner selling or disposing of his motor shall fiivo written notice of such sale, together with tho name- and address of the purchaser.' " 'All drivers of motor-enrs, whether for public .or private use, and all riders of motor bicycles, must be licensed annually.' " 'Areas may be prescribed" within which a fixed rate of speed must not bo exceeded.'

" 'Motor-cars carrying passengers for lii.ro must be fitted'with taximeters.'

" 'Persons under 18 years are, not allowed to drive motor-cars, and riders of motor bicycles must be at least 17. years of age.' "
