TIME LIMIT FOK SPEECHES. The New -Zealand University Senate,' having asked the Victoria Colics Council to undertake the arrangement and supervision of the- capping ceremony, to be held in Wellington en June 27, the council considered tho whole matter at its meeting last night. The discussion was taken., in committee, ljut the reporters were atterwards informed lhat the council will accede, to tho request of the Senate, and will issue invitations to his Excellency tho Governor, the Judges, rho members of tho Ministry, members of Parliament, Mayors of cities and towns within tho Victoria College district, and members of education, boards mid high wheal boards. A member of the Senate will preside, and (hero will bo three sneeches—ouc by tho chair, ir.an, one by his Excellency (he Governor, if ho is present, and one by tho chairman of tho Victoria College Council (Mr. Charles Wilson, M.A.). None of. the speeches is to exceed twenty minutes in length.
