For the purpose of making phonograph records in connection with the newspaper exhibit at the White City, Sir Joseph Ward has consented to speak on New Zealand's attractions, the influence of the New Zealand press, and also on the need of better cable communication within the Empire. —-■ - » MIXED MARRIAGES. 1 PAPAL DECREK CONDEMNED. The Newcastle Anglican Synod passed a motion inviting the Imperial Government lo repudiate the recent Roman Catholic decree regarding mixed marriages, "as the Bishop of Rome has no jurisdiction in England or the Oversea Dominions." The Synod also passed a motion stating that it viewed the decree with disdain, as a defiance of the civil law. A CONGREGATIONAL PROTEST. Melbourne, May 11. The Congregational Union also protested against the decree as a defiance of the civil law. WHAT THE DECREE STIPULATES. "In consequence of the Papal Decree Ne teraerc' of August 2,- 11107, which came into force at Easter, lflOS, marriages between Catholics, or between Catholics and non-Catholics," states the "Catholic Directory," "must bo celebrated beforo a Bishop or priest dulv authorised for the celebration thereof. Such marriages, if they are not so celebrated, aro indeed, for nil the civil effects and purposes of marriage, valid and binding legal contracts under the civil law, if the conditions and requirements of (he civil mar-riage-law are fulfilled; but they aro null and void before God, and the parties are not, in the sight of God, husband and wife. . "A 'mixed marriage' (that is, u marriage between a Catholic and one who, though baptised, does not profess the Catholic faith) may not take place without, a dispensation; and" the dispensation cannot lawfully bo given unless for a sufficiently grave reason, and subject to the following conditions: 1. That all children that may be born of the marriage shall he baptised, and brought up, in the Catholic faith. 2. That the Catholic parly shall have full liberty for tho practice of the Catholic religion." 3. That the Catholic parly shall ondoiivonr, : especially by prayer and the esnmnlo of n good life, to convert tho other to tho Catholic faith, i. That no religious marriage ceremony shall take place except in tho Catholic Church."
