In that caso it is contended,' or ;iri the case of any other food which needs [to bo imported in part, the most profitable arrangement for the country would be to open the ports free of dnhes, and, by means of cheap food, compete v/ith European countries in supplies of manufactured goods to the food-exporting countries.
