"It is my own opinion, formed from long experience, that the money sppnt oh picnics would bo expended to much greater advantage, and givo much more permanent pleasure and profit to tno children, if it were spent on libraries, tennis courts, and the like To spend £.30 to £40 on one day's pleasure while all the time tho school is lacking in much that is necessary to make it an efficient institution, appears to me to be little short of foolishness."
