GUNNERS ARRESTED.
.DISAPPEARANCE'OF SECRET PAPERS, By Telceraph—Press Association-Copyrteht St. Petersburg, April 21. Forty gunners were arrested at Smolensk owing to the disappearance of the artillery headquarters' box containing communications from tho Tsar and secret papers.
