__4 THE AMENDED PROCLAMATION". la view of the misconception which has arisen as to the precise interpretation of the terms—as to the age limit—of the Government proclamation calling upon "every male inhabitant of New Zealand, who, on the Ist day of March, 1911, is between the ages of fourteen and twenty years (inclusive) ..." to fill in a prescribed form of registration in respect to military training, an amended proclamation has now been issued, the age limit portion of which now reads:—"Every male inhabitant of New Zealand who, on the Ist day of March, 1911, had attained the age of fourteen years or upwards, but had not attained 'the age ot twenty-one years . . ." Another amendment fixes the period of registration more exactly. The previous proclamation, issued on April 3 last, required the registration to be completed within GO days; the new proclamation lays it down that the registration requirement must be complied with before "7 p.m. on the 2nd day of June, 1911."
In connection with the above, it is clearly to be understood that every male inhabitant within the prescribed period of years (14 to 21) must register, whether he desires exemption or not. The general question of exemptions will be gone into when the registration has been completed. As to the precise grounds upon which exemption may bo granted, further than the obvious one of physical unfitness, nothing will be known until tho new regulations have- been made public, and the system for dealing with exemptions explained.
