RUUBY FOOTBALL. MATCH FOR DEVENISH SHIELD. COLLEGE OLD BOYS. The final game in the annual competition for the Devenish Shield was played at the Athletic I'avk yesterday afternoon, the competing teams representing the Wellington College Old Bays and the G'hmtchurch High. School Old Boys. The Devenish Shield was presented last year for competition by a donor of that name —an old boy of Kelson College, who is now Collector of Customs at Greymouth. The shield is competed for annually by the Old Boys' teams of the various secondary schools. It was won last season by the Nelson College Old Boys. Interest ill yesterday's game excited interest, over me thousand spectators assembling at the :iark. T!ie ground was in first-class contition. The air was keen and the weather conditions generally favoured vigirous piny. The wind was light and blew icross the field. The opening play was fast and open, jotli sides indulging in loose rushes. Work that was more or less ragged marred otherwise dashing play on the part both )f the visitors, and the local team. Early n the game Guthrie (Christchurch) from i good position made a capital pot at ;oal, but the wind carried the ball across ;he front of the posts. The visitors were irst to score. Their backs intercepted the jallin a. Wellington passing rush, and iarried it nearly the whole length of the ield. Guthrie was stopped on the Welington line, and, just afterwards, Christfhurch were awarded a penalty kick. J. lain sent the ball safely over the bar. Christchurch, 3; Wellington, 0. Wellington now attacked vigorously, but _ the backs frustrated heir own efforts by repeatedly passing onvard. ARBITRATION ACT. $ AMENDMENTS DESIRED. LABOUR LEADERS AND RURAL INTERESTS. Iliy Telegraph.—Press Association.\ • Cliristchurcli, April 17. The Trades anil Labour Council's Federation of Labour Conference resumed tliis morning. The remits first dealt with were those relating to (he Arbitration Act. Remits from Auckland were agreed to as follow:— "That any sections of ail award agreed to bv tho Conciliation Council shall not bo altered by tho Court of Arbitration, except when necessary to correct ;®"al technicalities, or to prevent the nullification of other sections of tho award." "That where employers are filing counter proposals to a union's demands, the fame to be in the hands of the union not later than seven days previous to tho dato of hearing of the application." Tho following remit from Canterbury was agreed to:—"That inspectors of factories shall, on application being made by a union concerned in that industry, furnish a list of apprentices working in that industry to the said union within 14 days after the application has been made." A Canterbury remit was agreed to providing that when an employer decides to givo evidence with regard to trade secrets lie may do so, if the Conciliation Commissioner thinks fit, before the Commissioner alone, who is not to disclose the nature of such evidence, but may inform the assessors whether or not in his opinion any claim or allegation made by the applicants or respondents in the inquiry is substantiated by the evidence; ail books relating to finance to be produced before tho assessors by either party. Court's Power to Refuse Awards. Mr. Howard (Canterbury) moved, and Mr. Laracy. seconded, "That Section 72 bo struck out and the following inserted: 'When an industrial dispute lias been referred to the Court, the Court shall make an award covering wages and conditions of labour in connection with that industry.' " Sir. W. T. Young (Wellington) said that if there was any scarcity of farm labour it was due to the failure of the Court to lay .down specific conditions for those employed in the industry. It was desired that uniform conditions should apply to all employers, and if a farmer was not prepared to pay proper wages and givo his employees fair and reasonable conditions, it would be'better for this country if he ceased from that occupation, lie alleged that-there was evidence that somo of Tho Sedgwick boys were only receiving ■Is. to> ss. per week. Theso boys were keeping men out of employment. . llr. M'Laron, M.I 1 ., said it was wrong to say that the Legislature of New Zealand consisted of t lie House of Representatives and Legislative Council. It consisted of .those Houses and the Arbitration Court. Under Section 72, the Court had statutory power to go on striko when it liked, and for nuy reason it liked. The Court had been "nulled" by political influence to specially protect the agricultural and banking interests of tho country. and the workers engaged in those industries were not being fairly and honestly considered. The remit was agreed to. Other Amendments Wanted, Another Canterbury remit, providing that any trades union, industrial association, or employer, cited to show cause why they should not be added as parties lo an award shall file any objection in writing five days before tlie date fixed for the hearing was agreed to. Other Canterbury remits agreed to were: — In Section 107, Clause 2, to striko out the words "for the enforcement of ally industrial. agreement .or award or order of tho Court," and add the following to tho paragraph, "tho management committee of an industrial union or association may instruct the secretary to apply in the prescribed form, to tho Court form. for enforcement of any" industrial agrees mcnt or award or order of the Court." "That the Act bo amended to provide that when an award is made by tlie Court to apply to any industry, such award shall he binding upon every party engaged in that industry, whether employer or employee, throughout the whole of tho industrial . district, without individual citation of employers." "That Section 61 of the Act be amended to provide that any claim for back wages shall date from the time the claim is made, and not from the time it reaches the - court." On the motion of the Southland delegates, tho following remit was agreed to:— "That this conference demand statutory unconditional preference to unionists." Government Employees. The chairman, for the East Coast.Council, moved: "That the Government bo asked to bring their employees under the scope of awards in the different districts." . llr. Young (Wellington) seconded. Tho Hon. J. T. Paul, M.L.C., expressed the opinion that the conference should not attempt to force on Government workers an alteration in their conditions that they had not asked for. Mr. E. J. Carey moved as an amendment : "That the Government be asked to provide that labour conditions in the Government service shall be .at .least equal 'to the conditions fixed by the Arbitration Court for tradesmen and workers in the service of private employers." Tho amendment was agreed to. The Factories Act, . Tho following amendments to the Factories Act, remitted by Wellington, were agreed to:— "That this conference demand the repeal of Section 20."
"That employers be compelled to provide letter-racks accessible to' employees, and to make provision for the prompt delivery of all employees' letters." "That wages shall bo paid immediately employment ceases, either by dismissal or expiration of notice, in accordance with the provisions' of an award or custom." "Tliat Scction 25 be amended to provide that no employer shall employ boys or girls under 17 years of ago for more than 30 hours per week." "That all boys and girls under tho age of 17 years shall receive instruction for not less than 15 hours per week at continuation classes." "That all chart orders and ready-mado suits shall be marked as factory-made by having stamped or printed, in a plain anil legible manner, on hanger-up in coat the words 'factory-made,'in letters at least one-eighth of an inch in size. If a shank is used as a hanger-up, it shall be sufficient if the said words are legibly stamped on a label affixed inside the neck of tho coat. On the inside of the vest there shall also bo affixed a label bearing tho same words, as well as on tho waist-band of the lining of the trousers." "That the Act be amended to provido that all overtime shall be paid at double time rates." The conference adjourned till 9.30 a.m. to-morrow. ,
