PRESIDENT TAFT'S PROPOSALS.

London, April 12. Mr. Asquith (Primp Minister) and Mr. Balfour (Leader of the Opposition) will speak at a. citizens' meet big at tho Guildhall on April 28 on tho unlimited arbitration proposals of President Taft and Sir Edward Grey (British Secretary of Stale for Foreign Affairs).
