CLOSER SETTLEMENT IN AFRICA.
A COMMITTEE'S REPORT. By Telegraph-Press Association-Copyright Capo Town, April 9. The report of tho Union Senate's committee on closer settlement advocates the raising of loans aggregating half a million pounds sterling annually, to enable settlers to acquire farms.
It also urges that immediate steps bo taken to secure a desirable class of settlers from overseas, and lays down the principle that railway expansion should be considered conjointly with land settlement.
