MUNICIPAL AFFAIRS.

CITY COUNCIL. The ordinary fortnightly meeting of the City Council held last evening was attended by the Mayor (Mr. T. M. Wiiford) and Councillors Luke, Smith, Cohen, Frost, Trevor, Allmuon, Thompson, Barber, Fitzgerald, Hindmarsh, M'Lareu, Shirtclifie, Fletcher, ami Morrah. The Finance and Property Committee recommended: That tactions of hind at Adelaide Ro:ul and Gibbon Street, owned by the council, be sold by public auction. That the Pahiatua loan of.. JE324 175., at G per cent., borrowed from the Sinking Fund Commissioners for the reading of the Mangahao endowment, bo re-pakt.—The recommendations were approve,!. The Power Stations and Tramways Committee recommended:—That bonuses to conductors for the quarter ended December 27, 1910, last, amounting to £20 if. Id., be authorised to be paid. That the City Engineer be authorised to cut out the dangerous trees at Kcngar's Loop, on the Brooklyn tram line, on the conditions imposed by Mrs. Seagnr.-Approved. lie By-laws, Fire Brigade, and Street Lighting Committee recommended:— That the request of Messrs. Field, Luc icie and 'loogood, that the council apply or the exemption of Jacob's Piadc from the provisions of the- Public Works Act, 1008, be acceded 10, leaving the Government to fix such conditions as may be necessary regarding the alignment of the street, as recommended by the City Engmeer. That the request of the Wellington harbour Board that the requirements be dispensed with regarding the fixing of meters to the water services at the ",T" shed for fire purposes be acceded to, on the understanding that if at any future time the council may desire meters installed, the board shall conform to such requirements, and, further, that notices be placed in tho buildings opposite each connection lo the fire services, that such connection shall bo used for fire proven- , tion only, as recommended by tho City Engineer. 'lhat the- question of lighting E. W. Mills Road and Liardet Street, Vogoltown, bo postponed till the lighting of Morniugton is" being proceeded with. That street lamps be erected as under, as recommended by the electrical engineer:—Rhine Street and Cam Street, Island Bay, cost £\5; Reuben Avenue, Brooklyn (one lamp), cost £9; Maarama Crescent Steps (one lamp), cost £5; Baden Road, Kilbirnie (one lamp), cost £~; Ross Street, Kilbirnio (one lamp), cost £0; Alma Lane, erect one lamp and shift lamp R6 to opposite corner, at a cost of i!2-ss; Taimn Terrace, Marauui (five lamps), cost ,£ll, That tho application for the erection of lamps at Grafton Hoad, Rosenoath, 1)* postponed for tho present. That consent be granted lo Mr. W. H. Morrah to erect conveniences at the new hall at Tainui Terrace, Maranui, subject to the conditions imposed by the city engineer. . . That consent bo granted to Messrs, Turnbull and Jor.es for tho erection of a sign at Nathan's Buildings, subject to the conditions imposed by tho city engineer. 'That the Outlying Districts Air Space By-law draft be approved. That in connection" with an application by a taxi-cal) owner for permission to erect a telephone on a polo at the Featherstori Street stand, the users of telephones at this stand be required to shift the telephones at their own cost, to a board to bo erected by the city engineer in the plantation adjoining, otherwise the removal of the instruments will be - iivsisted upon. Tho report was adopted. The Libraries Committee recommended that -the following remits be forwarded to the Libraries' Conference:—(l) That this association encourage a system of co-orui nation between public and semipublic libraries in- the same city. (2) That tho association appoint a tub-com-mittee to consider the question of bookbindin'g"amT the. advisability of the larger city libraries installing their own bookbinding, plant. .Reports,to be sent to tho libraries interested. (3) That the Education.Department.be asked .to substitute the decimal system" of classification" as used in the principal libraries of New Zealand, for that presented by the application form for libraries subsidy, (i) That a committee be set up to draft 1 a model set of by-laws for municipal libraries. Councillor Trevor raised some objection to the suggestion that the council should undertake its own bookbinding The Mayor and Councillor M'Laren explained, however, that it was merely intended to procure information eo that tho pronosal could be discussed.
