BILL IN PARLIAMENT. By Telegraph-Press Assoclation-Copyrlftht Caps Town, March 30. Tho Union House of Assembly has negatived an amendment to tho Post Office Bill, limiting tho carriago of overseas mails to British vessels. Mr. Do Villicrs intimated that tho Imperial Post Office adhered to the attitudo taken up in 1599, and' objected to any restriction.
