LORD LANSDOWNE'S BILL. THE GOVERNMENT'S ADVICE TO THE KING. WILL PERMIT DISCUSSION. By Telegraph—Press Association—Copyrinht (Roe. April 1. 0.30 a.m.) London, March 31. Lord Lansdownc's resolution in favour of tho presentation of an address to the King, asking for the waiving of the Royal prerogative to allow of theintroduction of the Lords' Reform Bill, was unanimously adopted. Lord Lansdowne explained that the reformed House of Lords might consist of one element chosen by their Lordships; a second clement nominated by tlio Crown; and a third popularly elected; the scheme, altogether ensuring a better balancing of parties. Lord Morley, for tho Government, said tho assent to tho introduction of the resolution did not affect the Government's future freedom of action.
London, March 30. Lord Morley, Acting-Lender of tho House of Lords, speaking in the House, announced that the Government would adviso tho King to assent to Lord Lansdownc's proposed petition asking his Majesty's sanction to introduce a Bill limiting tho prerogatives and powers of tho Crown in tho creation and summoning of Peers.

LORD LANSDOWNE ILL. /lotion, March 30. Tho postponcnu"!"!! of the Marquis of Lansdowno's Houso of Lords Reform Bill is due to tho unfavourable stato of his lordship's health. Ho will take a month's holiday in Ireland.
THE REFERENDUM BILL. London, March 30. The debate on Lord Balfour of Burleigh's Referendum Bill was continued in the Houso of' Lords. Lords Cromer and Northcote (cx-Gov-ernor-General of Australia) supported tho Bill. Lord AYcardalo believed that a referendum in limited form would be of advantage to the democracy. 'A NARROW MAJORITY. Loncion, March 30. . In tho Houso, of Commons, the Government, by a majority' of four votes only, applied tho closuro to a minor amendment moved by Mr. L. W. Evans (Unionist member for Colchester) in the Revenue Bill. The division, Which was taken in a thin House, was:— For 4110 motion ISO Against 176 Government majority ... : 4
