Mnrrny nro publishing, under tlio title of "Fallacies and Facts," a book in reply to General Sir lan Hamilton's book on defence, and tho introduction. thereto contributed by Mr. Haldano, Secretary of State for War. . Lord Roberts contributes Part I of the new book, entitled "Tho Nation's Peril." Ho contends that a fortnight's training yearly, until a Territorial reaches tho ago of fifty, is a unique foundation for the discipline required in modern war. Lord Roberts then proceeds to urgo a reasonable scheme of national service on the Continental model, consisting of long and short-service armies furnishing a' first lino of the highest efficiency, and a permanently mobilised second force. Tho whole should be of a mobilisation strength equal to an estimated requirement of 300,000 men immediately available for oversea purposes in any great war. Tho national militia behind would provide a million trained men for Homo defence, and its voluntary expansion would meet the ultimate requirements of an overseas struggle.
