OVERAWING MEXICO.
AMERICAN ARMY MOBILISATION. STATEMENT BY MR. TAFT. By Telegraph—Press Association-Oopyrieht (Rec. March 23, 0.5 a.m.) Now York, March 22. Mr. Taft has announced that the Government never had any intention of intervening forcibly in Mexico unless the conditions were of tho gravest character. The American troops were mobilised on the border merely for the purpose of securing the neutrality of the "United States, and at the same time of enjoying valuable training. Tho war rumours were absurd. Tho troops would remain on the bdrdor till July. Mexico had never protested against 'their presence. PEACE OR A BITTER WAR. El Paso, March 21. If the peace proposals are not consummated, the Mexican rebel leaders will join forces, and a bitter war is promised.
