RADICAL DEFECTIONS. By Telegraph—Press Association-Copyriirht Rome, March 19. Through' the defection of Radicals in connection with electoral reform legislation, two Radical Ministers have resigned. ' A Cabinet crisis has resulted. Briefly stated'the Italian Franchise Bill extends the Parliamentary franchise to all adults who can read and write, though requiring voters to pass certain tests as proof of their ability. The exercise of the vote is obligatory, and omission to vote is punishable.;.with fines of 25 liro Wl) in the first instnnce, to be increased if the offence is repeated. Tho law also makes some unimportant alterations in | regard to ineligibility; The Socialists have objected provisions, which they contend-interfere with tho citizens'' liberty of' conscience.
