The immediate effect of the proposals would be to shut out British trawlers from the profitable fishing grounds, on the coast pi Russian Lapland and tho Barents Sea, which they discovered some' years ago, and would entirely close the White Sea, with its narrow entrance, to foreign trawlers. So far nothing has been said of any proposal to apply the principle generally to Russian waters.
