TERRITORIAL WATERS LIMIT.
CANADA WATCHING RUSSIAN BILL. (By Telegraph-Press Association Copyright! ;E«o. Match. 16, 0.25 a.m.) Ottawa, March 15. The Canadian Government is watching the Russian Duma's proposal to extend the Russian territorial waters limit to twelve miles. Canada's Behring Sea : fisheries will 'be seriously affected U the measuro passes. The Bill "introduced iil.tho'Duriia seeks to give the Government of Archangel jurisdiction over territorial waters for a limit of twelve miles along the coast of Russian Lapland and the surrounding islands. The immediate effect of the proposals would be to shut out British trawlers from the profitable fishing grounds, on the coast pi Russian Lapland and tho Barents Sea, which they discovered some' years ago, and would entirely close the White Sea, with its narrow entrance, to foreign trawlers. So far nothing has been said of any proposal to apply the principle generally to Russian waters.
