During tlio discussion of tho Declaration of London in the House of Lords, Lord Loreburn, Lord Chancellor, said Great Britain had always treated foodstuffs as conditional contraband, and the Declaration therefore - would not militate against Great Britain. In tho case of war with Germany, Britain stood to gain in the matter of food. Shipowners would be tho gainers, because the rules made commerce safe.
