Princo Houry of Prussia, brother of the Kaiser, iu a speech at a military dinner, said that Germany had no occasion to fear an outward enemy; but her soldiers would have cause to rally round tho Emperor in a battle with an internal foo— a foo which was growing ever moro threatening. "Where," added tho Prince,, "the foundation of tho law was departed from, it was tho duty of the Army to support the supreme authority."
