The Leicester Conference negatived a motion in favour of proportional representation. 'It was resolved that the Board of Trade should allow Tradoi Councils and Trado Unions to hold their ordinary meetings in Labour Exchange Buildings, i: It was recommended' that tho Stato should pay compensation in caso of work,JT)o)i's. accidents by means.of 7 charges upon the"industries concerned!-"without- the' workers contributing. The Congress demanded a minimum wage and 48. hours weekly, .in Government factories. and contracts. Tho "Daily Express,", commenting on tho Conference, described Mr. Ramsay H'Donald as the strong man of the Labour party and referred to his contempt for futilities. His consummate skill in controlling without seeming to rule, and his marked supremacy make him (says the "Express") for a. distinguished future.
