STATES AND COMMONWEALTH

CONSTITUTIONAL CHANGES, By Telegraph—Press Association—Copyright. Sydney, January 26. Mr. W. A. Holman, New South Wales Attorney-General, states that a wrong construction has been placed on his statement in regard to the Federal referendum. Ho is quite in accord with tho Federal Government as far as the referendum related to effective arbitration, the new protection, and nationalisation ot monopolies. These were planks in the Labour platform. So far as the proposals went beyond these planks, he declared, he was opposed to them; and'would advocate their rejection. Mr. J. Verran, Premier of South Australia, who is now visiting Sydney, states that ho and his colleagues are entirely in favour of tho referendum proposals, as they will enable Labour Governments to evada tho obstructive tactics of nominee Legislative Councils.
