BALL CARTRIDGE AT MANOEUVRES.
CIVILIAN BLAMED. In connection with the statement madtf by Lieutenant-Colonel J. T. Burnett-Stu-art, D.S.O. (Director of Military Operations and Training), that at the 'Welling;, ton Rifle Battalion manoeuvres on Monday last, one round of ball ammunition was fired to ,his certain knowledge, pointing to carelessness in tho inspection of pouches, Lieutenant-Colonel W. G. Duthie, Officer Commanding the Battalion, states that from inquiries which had been made al the time, he and his officers were satisfied that the shot was fired by som« civilian, probably a youth or a man engaged in rabbit-shooting in the vicinity, of the operations.
