FORTIFICATIONS STRENGTHENED. Br Telegraph—Pres,3 Association—Oopsrieht. (Rec. January IS, 10.50 p.m.) Helsinfors, January 18. The creation of a new and powerful Russian naval base at Hermanso, near Hango, at tho south-west extremity of Finland, is causing great uneasiness in Sweden.
The movement is expected to provoke a great strengthening of Sweden's armaments.
