NATIONAL CONGRESS MEETS. PRESIDENT'S OPENING ADDRESS. By Tcleerap3i-Pros3 (lice. December 27, 10.55 p.m.) Bombay, December 27. - Sir William Wedderburn presided at the opening of the Indian National Congress ' nt Allahabad, 800 delegates being present. In his-opening address, Sir .'William .appealed to officials to accept the reform policy -ungrudgingly, ,and to secure an early repeal of the repressive measures. ■' Ho warned Indians-that the Government would not allow, the new spirit of independence to degenerate into race prejudice. A long apprenticeship was neces-. sary before India could stand' alone,, but ho was confident the Congress would'guide the people into the path to'secure eelf- ' Government within tho Empire. .;.-, .
