VICTORIA'S EXPERIENCE. By Telegraph—Press Association—Copyright Melbourne, December 23. Tho Select Committee's report on tho Victorian State Coal-Mine states tliat the area already proved contains five million • tons. Until tlio development discloses that a much greater quantity is available, tho present conditions of working the mine for the railways and other Government Dopartments,' and selling slack coal only, had better bo continued. Tho ' report recommends tlio immediate transfer of tho management to tho Railway Commissioners, and the thorough equipment and development of tho mincj, so as to permit during an emergency of double or treble tho normal output. This is important in tho ovent of strikes, and also to act as a regulator of the price of Newcastle coal. A searching inquiry into tho administration of. the Mines Department is suggested, the evidence liaving i disclosed that thero was a complete disregard of commercial methods and a wasto of'public funds during the emergency period consequent on the' Neiycastlo strike*
