An inquiry into reported Chinese smuggling at Vancouver disclosed the fact that as many as sixty stowaways had been hidden in caverns forward'of the coal bunkers ,on Oriental liners;' A watchman'at Vancouver had been drugged by Chinese in order that stowaways might land. The sailors acted in collusion with the Chinese. The watchman was appointed according to a patronage list kept by the Otta-wa Government
