The authorities at Hodeida, in SoirFhWestern Arabia, infringed the Capitulations by seizing, without the Italian Consulate's assistance, a boat flying the Italian flag, alleged to be engaged in smuggling the newspaper "Jeune Chan, vinist," suspended for a violent articki threatening a boycott of Italian goods. Capitulations are arrangements by which foreigners are subject to the juris, diction of their own Consuls, and not to Hie tribunals of tho countries in. which they aro_ residing. These are in force in Mohammedan and <riher nonChTistian States, where Western, ideas of justice are, non-existent.
