IMPROVEMENTS PENDING; The By-laws Committee recommended the City Council last evening to inform the secretary of tho Wellington Opera House Company as to the requirements of the city engineer, regarding improvements at tho Opera House, and also that while a license would bo granted to them this year, the renovations required by the engineer would have to be effected before a license would he granted'next year. Replying to Councillor Fletcher, the city engineer stated that the reason no license had yet been issued to the Opera House Company for the current year was that a report was pending upon the stato of the building. At the same time it \ypuld have been unfair to prohibit performances meantime. Some time ago the company had expended a considerable sum in bringing tho building into lino with the requirements of the city by-law. Councillor Fletcher inquired wl'icther any provision was being mado for conveniences attached to the Opera House. Tho Mayor replied that this was one of the principal improvements in prospect. Couucillor Fitzgerald asked whether it was intended to provide improved means of access -to tho top of the building—the family circle? Mr. Morton replied that in this particular tho arrangements of the Opera House wero regarded'as very satisfactory.
