Tho tariff debate has opened in the American Sonato on Mr. Cnmmins's resolution providing for the limitation of the powers of the Senate to amend Bills which. modified schedules of tho PayneAldrich tariff law. Mr. Cummins demanded that tho House should amend its own rules with a view later to. amending tho tariff. ' Mr. Aidrich declared tho doctrine revolutionary. The debate was adjourned.
