'. *—. . ■ SPEECH By THE CHANCELLOR. FRIENDSHIP DESIRED WITH GREAT BRITAIN. POSITION IN PERSIA. By Telegraph-Press Association-Copyrislit. (Rec. December 12, 9.50 p.m.) Berlin, December 12. In the Reichstag, the Chancellor, Herr von Bethmann llollweg, referring to Great Britain's repeated suggestion for ( the limitation of armaments, said the best means of removing distrust was by occasional informal pourparlers, followed by an understanding on mutual, economical, and political interests. Tho very continuance of an exchange of views was evidence of friendly intention and might gradually remove tho distrust which had made itself- felt, not between the Governments, but unhappily through public opinion^ Germany,, continued the Chancellor, had gladly admitted Russia's special influenco in Northern Persia, «and was ready to assert her claim with regard to all concessions relatiug to railways, roads, and telegraphs. Russia in return would not place obstacles in tho way of Germany's trade,, and would facilitate provisions and connections whereby trado conveyed via Bagdad and Khanikin could bo imported into Persia. Tho Socialists in tho Reichstag strongly protested against the Army increase, and declared that the Government did not desire peace, but was preparing for the bloodiest of wars. The future, however, belonged to the league of nations.
