The newspaper "Le Matin" emphasises tho necessity for deepening the Seino from Paris to Rouen, with -tho view of averting floods, and converting Paris into a seaport. M. Briand, the Premier, is considering the matter. . The Seino is classed as navigable from. Mery to tho sea, a distanco of 337 miles, but above. Paris tho river has an averago depth of from 5 to 6 feet only. In tho 71 miles stretch., through Paris the river averages about 10 feet C indies in depth, arid is crossed by 37 bridges. Its breadth is from .150 to 180 yards. The distance from Paris to the sea is 223 miles. From Havre up to Rouen, 78 miles, tho river is 22 feet deep; and for the remainder of the distance tho depth is the samo as at Paris, 10£ feet. There arc at present ten locks on the river below Paris. .
