EFFICIENCY.
TRAINMEN AND PROHIBITION ORDERS. (By Telegraph— Press Association.) Christchurch,.J)ecember 12. During this afternoon's sitting of tha South Island Railway Appeal Board 'th-era was a brief discussion regarding : the effect of..the:issue of a- prohibition order in consideration of a railwayman's efficiency. The ■ representative for the Department stated that tho usual prac-i tice of tho Department was to regard aa unfit to be retained in the service any man against whom a prohibition order had been issued, but the representative of the. appellant, Mr. R. Hampton, replied that under certain circumstances .a prohibition order might be no evidence of intemperate habits. The suggestion was made by the chairman of the board [Mr. W. R. Haselden) that it would be in the interests of trainmen if a prohibition order was issued against every individual member of the service, and Mr. - Hampton replied that he believed such a practice-had been adopted in several of the railway services .of America. The chairman added that while ha was notprepared to agree that tho issue of a prohibition order' was sufficient reason for dispensing with the services of the subject of the order, he did think that a conviction for breach of that order was sufficient.
