$ MR. M'COWEN'S SPEECH. LABOUR LEGISLATION. CHEAPER AND QUICKER LAW. By Telegrarh—Press Association-Copyrislit. Sydney, November 15. Mr. M'Gowen, in his pre-sessional speech, stated that the Government will make Wages .Boards advisory bodies, leaving tho declaration of awards to tho Arbitration Court. Government employees will receive a minimum wage on tho standard set by the Federal Government. Arbitration was impossible without tho recognition of unionism. Tho Government would deal -with all sweated labour, and special attention would be given to public hospital nui'ses. It would bo necessary before long to deal with the question of State insurance for workers. The existing twenty-seven Crown Lands Acts would be wiped out, and replaced by an Act as simple as possible. The Government would not only give new ports under the decentralisation scheme, but intended to establish central depots for receiving,'freezing, storing, and distributing perishable products. It would also extend tho system of railway refrigerating cars. It was intended to make the law cheaper, quicker, and more efficacious. The Government will, if possible, establish ironworks, and hopes to supply iron and steel for the whole of Australia. SPEAKER ELECTED. , (Rec. November 15, 9.40 p.m.) Sydney, November 15. After Mr. J. H. Cann (Labour), who was returned unopposed for Broken Hill, had been elected Speaker .Unopposed, Parliament adjourned till tomorrow.
