Mr. Thomas Gibson Bowles, Liberal member for King's Lynn, t"io wellknown writer on naval topics, has published a book, entitled "Sea Law and Sea Power." In it ho denounces tho Declaration of London, which is about to be submitted to Parliament for ratification "in tho guiso of an appendix to an innocent-looking naval prizo law Bill." Mr. Bowles declares that if the Declaration is ratified, Great Britain, by these new laws, would be prevented from using, the Navy's powers in the only effectual manner, and would be strangling its own fleet oh its own sands.
