MINISTERIAL, STATEMENT. MARGIN OF TEN OVER QERMANY IN 1913. PANIC-MONGERING FEVER. By Telegraph—Press Association—Copyright (Rec Novpmber 3, 9.50 p.m.) London, November 3. ' Mr. G. Lambert, Civil Lord of the Admiralty, speaking at Warehani, -said the panic with regard to the Navy would collapse upon the application of the needle of fact to the scaremongers' bubbles. By 1912 Germany would have thirteen Dreadnoughts and Great Britain twenty. In the following year Great Britain would have 25 Dreadnoughts, plus 2 colonial Dreadnoughts, and Germany 17. Britain's prc-Dreadnoughts carried 152 12-inch guns, ae compared with, the 40 11-inch guns on Germany's pre-Dread-noughte. Mr. Balfour's talk of a naval loan, said Mr, Lambert, betokened a lack of pon. fidonca in a tariff as a means of ijnding money. The Minister concluded by saying that he wished the Yeto Cpnferenoe weuld settle the, naval. standard, and'entrust its ogrr-ying out to the Admiralty, so as,to banish the fever created by panic-mpnger-ing politicians.
