THE DEVOLUTION PROPOSALS.

"Pacificus," whoso letters to "Tho, Times" on the constitutional crisis have attracted much attention, in a further communication defining Fedoral llomo Rule, states that tho Federalists contemplate an Imperial Parliament consisting of- lords and' Commons, to consider Imperial, and foreign policy, Customs, defence, constitutional changes, and also certain powers of co-ordination, revision, and veto with regard to tho acts of the national Parliaments. "Pacificus" admits that it is logical that if the country is going to meddle with tho Constitution it ought to insist upon two Parliaments, one for the United Kingdom and the other for the Empire, wherein it would be practicable to secure representation for the overseas dominions, but the British are slow-moving, and prefer two stops to one. Some Federalists desiru two national Parliaments, one for Britain and tho other for Ireland, others again desire, the restoration of the Heptarohy in England, two Highland and two Lowland provinces in Scotland, four provinces in Ireland, Walct b bo undivided. Moderate opinion favours four national Parliaments. The various Anglo-Saxon kingdoms were known as the Heptarchy, though as a fact thev were at no time seven in number. The various kingdoms were finally united under one Crown during tho reign of Aethelstan (925-940). THE WOMAN SUFFRAGE BILL. London, October 30. The Chief Secretary for Ireland, Mr. Birrell, in reply to a deputation from the Irish Women's Suffrage League, which waited on him in Dublin, promised to do his utmost to get full discussion during next year on the Women's Franchise Bill introduced this year in the House of Commons by Mr. D. J. Shaekleton,- Labour M.P.TARIFF REFORM. London, October 30. The Earl of Derby has been appointed president of the Cotton Trade Tariff Reform Association, formed, in Lancashire The association includes Sir William ■Houldsworth and Messrs. Marriage, E. Clegg, J. P. Dixon, C. Middleton, F. Platt-Higgins, Albert Simpson,- John Whittaker, and other manufacturers. SCOTTISH HOME RULE. ' London, October 30. The Scottish National Committee has issued a manifesto appealing to Scotsmen throughout tho world for funds to assist in securing devolution, by which Scottish affairs' shall bo settled by Scotland. •
