The "Cologne Gazette" declares that in their recent excitement Turks and Persians in Constantinople overshot' the mark when they demanded intervention by Germany because of Britain's Note to Persia to the effect that unless the security of trade routes in tho latter country was not accomplished by the Persian authorities within three months Britain would police the southern roads.
