Tho Chinese Imperial Assembly haß petitioned tho Tbrorio to qpeu Parliament at an early date. "Tho Times" Peking correspondent states that all the Viceroys except thoso at Tientsin and Na'nldng support the petition demanding a full Parliament for China'.. The success of tho Assemblies is emphasised and the Assembly is unanimous and enthusiastic; ' It cheered China and the Constitution for five minutes. ~ Tho members argued that thq official classes are unable to remedy the country's grave situation and that National representatives are urgently needed to control tho finances. .-':..'■
