By Telegraph—Press Association-Copyright. London, October 21. Walthamstow trade .unionists' have issued a manifesto in which they state they are thoroughly dissatisfied with the reply of Mr. J. A. Simon, the new Solicitor-General, to thtir requests for a Government pledge on the Osborne question. They announce a determined campaign against tho Government. Mr. Simon, speaking a\ Leyton, said he was unwilling that tho proper and reasonable functions of trade unions should bo curtailed, but ho did not believe in doing evil that good might come.' Whatever tho solution'was; it must not do injustice to large bodies, whoso: opinion ■ was entitled to as much respect as his own. Mr. John Ward, Labour M.P. - for Stoke-on-Trent, interviewed, _ said he preferred payment of members to reversal of the Osborne- decision.
