THE GAMING BILL.
PROVISIONS AS FORECASTED.
Last night tha Prime Minister brought down the Gaining Bill. In all essential particulars it i 6 exactly in' agreement with the forecast printed in The Dominion on Monday last. As we stated, street betting is a*-': tacked through tho means of sharper penalties—a fine of £20. to £100 for a. hrst offonco, and imprisonment for three months on a second.offence. The; bookmaker is condemned outrig'it, an 4 ; racing clubs are required to keep them, qff the courses. So far as tho totalisator is concerned, the position is stated in tho following table, which wo gave on Monday:— Eaoinq Cj,ubs. Days' Trotting Present position 28 6S New proposals 22 SO Seduction 6 ' 13 Permits are to be apportioned by a com* mission of fivo persons appointed by tho Government, subject to the Ministers' veto. All betting on the totalisator must be by cash, a fine of'£UK) being provided for breaches of this rale by racing club officials. . . The only provision not given in our forecast is that which forbids betting on the totalisator by persons under 21 years of age. In this connection, provision ic made for fines of £50 in the case of the receiver of a bet, and £10 in the case of any person who bets, falsely representing himself to be ai ago-
