The report of the Royal Commissioners, Lord Banour of Burleigh and Sir John Dickson-Puynder (now .Lord Islington), appointed to consider the relations between Canada "and the West Indies - emphasises the tact that it is of capital importance to retain the Canadian market lor West Indian sugar. The.priierence granted by Canada to the West liiuics mid, says the report, been of. very great benefit -to- the planter, and reciprocal preference, except in the case of Jamaica, is the only policy likely to command any measure of approval either in the West-Indies or in Canada. The commissioners advocate the development of the. iruit trade, a regular and irequent service of steamers, fitted with cold storage, between Canada and the islands, organisation and distributing agencies in Canada, and an improved telegraph service between Canada and the West-Indies''at reduced rates. "The Times," commenting! on the report, remarks: "While a uniform tariff lor all the West Indies would be im-. practicable, the commission considers a uniform system of preference possible on different existing , tariffs. 'The nature of the recommendation - testifies eloquently to the-breadth of mind with which Lord Balfour of Burleigh and Lord Islington approached their task. There is nothing in. this report from which any broadminded Free-trader . need ■ shrink. The •West"lndies is not invited to .alter.its fiscal system, which is based on a tariff for revenue, but simply to graft on to that system a policy of preference." ■' n 1
