CLAUSE IN A NEW MEASURE. (By Telegraph.—Special Correspondent.) Auckland, September; 15. The Commercial Trusts Bill,-by iwhichi. the .Government aims to,^destroy'..trade.... monopolies in: the- -Dominion,- . contains . (says the "Herald") one clause which, at first' sight, appears to >be more drastio than' anything else which has 'beeri proposed for some time, namely, that clause' - whioh denies the right of any defendant,: charged under tho provisions of tho Bill,- " to dccline to answer -any question on, the ground that it may incriminate him. ~ The. clause has been 'discussed-a good deal by lawyers and others, and tho opinion is being expressed: that : it; goes: very near to being unconstitutional. Should the clause .become : law-it is pre- v dieted 'that it may cause a . good deal of , trouble. ■ . - •
