THE LABOUR BUDGET.

"Tho Times" has'published a leading article in appreciation of the Australian Labour Budget/ introduced by, Mr.' Fisher. It welcomes the grants in aid of the proposed trans-Coutinontal railways to link up West Australia and the Worthcm Territory with the rest of the Commonwealth, and it considers the prospect of developing the Northern Territory to be good since the South Australian Labour Government is unlikely to make difficulties, and possibly may be.glad to make the transfer.
, "The Times" believes that to discharge past obligations in connection with' the Territory with credit, and to defray the cost of the railway, the Commonwealth will require to'raise a loan. It urges the Labour party to abandon their scruples against borrowing. These, it thinks partly reasonable and partly provincial. Commenting on the relations between the States and the Commonwealth, the journal remarks that Governments too often think that the people exist for them, and not they for the people.

The Federal Prime Minister, Mr. Fisher, with the concurrence of Lord Dudley,. the Governor-General', asserts, emphatically that there is no foundation for the statement that there are strain-, ed relations between the Government and Lord Dudley,: but that, on the contrary, their relations are' most cordial. The Commonwealth destroyers Yarra and Parramatta,have been commissioned.' They have sailed from Glasgow for Portsmouth. .
