UNREST IN INDIA.
THE DISCOVERY OF BOMBS. Br Teloeraph—Pross ABSociation-OoDrrleUt London, September 8. Ten bombs and four Mahratta swords, which it is believed were intended for use in a political dacoity, have been found in a house, in Dacca, in Bengal.
At the trial of the persons accused of conspiracy at Dacca, it was stated in evidence that several. of the accused had participated in dagger practice. THE LIBERAL VIEWPOINT; The Government policy in India was .recontly reviewed by the Under-Secretary, .Mr. h. S. .Montagu, in delivering the Indian Budget in tho House o£ Commons.' "How much earnest thought and hasty judgment centres round the word,: "un-■;vest,-".said Mr. Montagu. "Of course, there is unrest, 'it is used by some adorned, by examples of the inevitable friction of a complex Government,' to pome to. the. failure or British admiuisstration; it is used by others', adorned by statistics, to show tho lack'of firmness on .the part of. a political party in this country; it is used by that section of the press which concerns itself with the circulation of incidents for sensational purposes. (Cheers.) "How' strange it seems to me that' a progressive people like the English should be surprised'at the existence of unrest. We Welcome, it in Persia, we. commend it enthusiastically in Turkey, we patronise it in China and Japan,: but-we. are impatient of it'in India. Whatever was ' our' object in touching the ancient civilisation of the Indian Empire, it must be obvious that you cannot bring an Eastern civilisation into contact with, Western civilisation: without .bringing new ideas into play, without infusing new. ingredients and .causing. unrest. For ! an. ezample of social.. unrest I draw attention to-the efforts of the social, reformers in India who are; devoting time and effort to the education of women, to tho ; abolition of. child, marriage, -. and to other work of a -far-reaching social effect. . . . . ."There have recently been manifestations of political unrest with which no one .can.- sympathise. ' There' have been assassinations, and; conspiracies' to murder.'- There have been incitements to violence/attempts to create hatrod between certain -sections of His ;.Majesty's subjects.:; If this- pernicious unrest wereallowed to spread,' it ; would result' in .widespread.- . misery . ■•• and anarchy. (Cheers.) It would ; produce . a state 'of things in ; India: which would be moro inimical to progress than even the most stringent coercion. (Hear, hear.) . ■ • ..."What, in the face. of . the different spirits' of. unrest,', should be the root principle of government in India? The answer is' easy to give;'.it is difficult; to act.up, to.' .True statesmanship ought to bo. directed.' towards separating' the. legitimate from the illegitimate unrest. The permanent safeguard must be a pathetic Government which realises the ' elements of good. as. well as. the elements of danger, and; which suppresses criminal excesses' with... inflexible 'sternness. His Majesty's. Government, acting upon tins, principle, ■ are determined to arm and assist the-Indian Government in its unflinching war against sedition and illegitimate manifestations, of unrest, while it rfhows; ail, - increasingly sympathetic and encouraging attitude towards legitimate aspirations." ~ ..■■•-.- i
