On July 20 the Canadian Government decided, in consequence :of the great shortage of labour, to admit; to Canada all railway labourers, except Asiatics, who were guaranteed employment,' irrespective of the money qualification re3uired of - ordinary immigrants. In a ispatch on July 18, "Tho Times" correspondent said:—

"An acute labour situation has arisen on the mountain section of the Grand Trunk Pacific Railway. The contractors have intimated that it will bo impossible to complete the section in reasonable time unless additional labour is secured. '.- . . The Grand Trunk Pacific contractors report that although they oiler 2J dols. (95.) to 3dols. (125,) a day, they have only 1600 men, .where they should have 5000. The contractors engaged hundreds of men in the United States, but the men were put back at tho border by officials of the Government. Mr. Collingwood' Schriober,, Chief Government Engineer, howevor,, now reports to the Minister of Railways that the work cannot bo completed in time unless additional labour is secured immediately, and tho Government is expected to act on Mr. Schriebor's' recommendations."
