KAISER WILLIAM TALKS AGAIN.
IN PEACEFUL MOOD. PLEADS FOR SUBJECTS TO UNITE IN BROTHERLY LOVE. THE KONIGSBERG SPEECH. . By Telegraph—Press Association—Copyright. (Rec.'August, 30, 9.30 p.m.) Berlin, August 30. The Kaiser has reviewed and manoeu; vred a squadron of twenty battleships at Danzig Bay, on the Baltic. Speaking later at Marienburg, Majesty declared that tho co-operation of commerce, shipbuilding,-and agriculture, which constituted the strength and greatness of the Fatherland, had been made possible only by the maintenance of the peace' won by .the Great Emperor William I. in 1870. ■ The Kaiser, then referred to the connection of Marienburg with the Knights of the Teutonic Order, 1 who from the city in medieval times had ruled over a good part of what is now Prussia. The Order, was 'ormed from among the followers of l.rederick Barbarossa during the third crusade in the Holy Land. Marienburg and the Knights, his Majesty declared, had shown that Teutonism and Christianity were inseparably con> nected.' This was another illustration of the truth of the words he had used in his speech at Konigsberg. Continuing, the Kaiser appealed, to all creeds to unite in brotherly love, and to. all classes to co-operate in common labour, whatever their callings, in. order to meet the needs ..of the State. He added, in conclusion, that the sup--1 porters of the different parties should grasp the hands of their opponents, and join together in doing great things for the Fatherla'nd. .
NOT AN ABSOLUTIST DECLARATION. v ; . SEMI-OFFICIAL STATEMENT. (Rec. August 30, 9.30 'p.m.) London, August 30. The German newspapers continue t(. discuss the Emperor's speech' at Konigsberg last' week, and various interpretations are put upon his'alajesty's declaration that he regards himself as the instrument of the Lord, and that his Crown was, conferred •on him by tho Grace of God alone, and not by Parliament or popular decisions. i The "Norddeutsche Allgemeine Zeitung," the semi-oOicial organ of the Government, protests against the misinterpretations of the speech, and denies that it contained an .absolutist declaration. ■The. Socialist newspaper "Vorwaerts," on .tho other hand, demands that tho Reiohstag should bo summoned, as it is tho imperative duty of' the people's rc- ■ preventatives 'to pick up the gauntlet and indicate the constitutional limits of the Crown.
GERMAN SPY MANIA. .; . London, August 29. The "Daily ■ Mail's" : special correspondent, who was lately at Borkum, re-' calls statements by General von Heeringen (Minister for War), 'and emphasises tho present spy mania, the confession regarding German activity in naval and military works, and tho strategic importance of ■ materially strengthening Germany's position in relation to Holland and Belgium.
