If the "unofficial" estimate of tho population of the United States made by the Census Bureau at Washington proves correct, wrote the "Manchester Guardian" last month, tho falling-off in the rate of increase which began thirty years ago shows no sign of slackening. Each person over 21, under pain of. a fine not exceeding ,£2O, is required to answer questions on the following points:—Name, relationship to head of , family, colour, sex, age, conjugal condition, place of birth, place of birth of parents, number of years in United' States citizenship, occupation, whether employer or employed, whether or not engaged in agriculture, school attendance, literacy, tenure ofhome, whether or not a survivor of tho Union or Confederate army or navy in the Civil War. All together the thirteenth census, which has just been taken, is expected to cost over ,£3.000,000.
