CITY COUNCIL
RESIGNATION OF COUNCILLOR - BALLINGER. The ordinary fortnightly meeting of tho City Council was . held - last evening, his Worship the Mayor, Mr.'T. M. Wilfo'rd, M.P., presiding. There wero also present: Councillors W. H. Morrah, A. H. Hindmarsh, G. Shirtcliffe, J. E. Fitzgerald, T. Carmichael, A. It. Atkinson, J. Trevor, li. Fletcher, G. Frost, and F. Cohen. Leave of absence was granted to Councillors Luke and M'Larcn. The Mayor read a short- letter from Mr. Thos. Ballinger, resigning his membership of the council. Councillor Shirtcliffe moved that the resignation be accepted with regret. Councillor Cohen, in seconding, ex-pressed-his sorrow at Councillor Ballingev's severance from tho municipal body. Tho Mayor considered the resignation a matter of regret. Councillor Ballinger bad done u lot of useful work 'in connection with the fire brigade and other matters, and, as chairman of the Technical School Board, had been assiduous iu his attention to his duties. Councillor Carmichael observed that, as the member of the council who had probably caused this step on Councillor Ballinger's part, by bringing up the matter which led to it, ho had acted feeling that it was wrong for any person to be a member of the council and at the same time tender for its contracts. Ho bad seen nothing since to cause hiin to vary that opinion. If a man's private business interfered with his civic -work, he had no option, but to resign. . The resolution was adopted. FINANCE AND PKOPEKTY. Tim Finance and Property Committee recommended:— > That, the requests of the Northland Municipal Electors' Association regarding a telephone post on the footpath near the Botanical Garden gates, the condition of the footpath from tho Garden gates to tho viaduct, and.tho formation of an outlet from Garden fload to Mount Road be replied to in accordance with the city engineer's Teport. That four ratepayers be granted loans on the deferred-payment system, in order -to carry out drainage works. That the claim of Ngan Kee for damage alleged to have been caused at his market gardon, . situated at Kilbirnie, be settled in accordance with tho recommendation of the engineer. That tho iiso of tho Concert Hall be granted to Mr. J. Maughan Barnett for the purpose of holding a public meeting to-consider the question of the establisument of a municipal orchestra. That tho land and buildings at Molesworth Street, owned by the corporation, and leased to the Post and Telegraph.Department, bo offered to the Government for the sum of X2OOO. That the .application for_ tenders for the lease of shops and offices in. Willis Street be withdrawn, and that the property be left in the hands of' the officers to let at monthly or other tenancies. i That the proposal of tho city engineer for the. erection of conveniences at tho plantation at Taranaki Street and Courtcnay Place bo agreed to, and that tenders bo called for such work. .The money is provided out of a. previous loan of .£3OOO for nublic lavatories. The estimated cost is iSl'ooo.' That a dron-scono be erected in tho Concert Hall at a cost not exceeding ,£SO, and that, an extra charge, of ss.'per made to persons using the same.
