NAVIGATION BILL.

It will mean being absent from a ship without lawful oauso, with the intention of not returning. I ' 'There is a proviso for coast engineers, and for vessels not propelled by steam.

.Marino engineers' wages must be paid at prescribed times, and the penalty will be two days' pay for each day payment is delayed. No deduction will be allowed unless matters in respect of the deduction are' entered in a book, during the voyage. The Governor-General may proclaim the ports at which the employment of pilots shall be, compulsory. Pilots are to bo the servants of the Commonwealth. The Minister may license pilots to take a ship between ports. Masters of British ships who are, British subjects may hold pilotage exemption certificates. Missionary ships will be 'exempt.

The altered cngine-rotun manning scale provides for tho following minimum, number of employees:—

Over 50 horse-power—One second-class engineer. A total of two engineers.

Over 100 horse-power— Ono first-class and one second. : •

Over 170 horse-power—One first-class and ono second. A total of four engineers and one greaser.

Over 200 horse-power—Ono first-class and two second-class. A total of four engineers and two greasers.

Over 250 horse-power—Ono first-class and two second-class. A total of four engineers and three greasers.

Over 300' horse-power—Tiro first-class and- two second-class. A. total of five engineers and three greasers.

Over -100 horse-power—Two first-class and two second-class. A total of six engineers and three greasers.

Vessels running over 100 miles—One first-class and one. second-class. A total of. two engineers and two greasers.

Vessels ruuning over 200 miles—One first-class and one second-class. A ( total of three engineers and one greaser.

Vessels of, 50 horse-power running over 400 miles to carry an. additional engineer.

Vessels over 200 horse-power to carry an additional engineer. •

Twin-screw river and bay steamers of over 50 .horse-power to carry one secondclass engineer and one greaser.

Similar vessels of over'loo horse-power and under 200.—0n0 first-class engineer, one second, t and, ono greaser.
